This can maybe help you:

After starting a new game try to press F5 to go to fullscreen mode and then F5 again to go back to windowed mode.

I also suggest you try to update your video card drivers by downloading the latest drivers from your vendor's website. If you get a message saying you already have the latest drivers, then you may need to use for example http://www.guru3d.com/category/driversweeper/ to remove your current drivers.

Here you can check if there are updates for your video card drivers:
http://www.intel.com/support/graphics/detect.htm

Maybe you did try that already. In that case, I suggest you check Toshiba's website and see if you can find any driver download for your laptop there.

Intel Video Cards are tricky.

Frequently, manufacturers use intel standard chipsets and add a special feature (supposedly requiring a custom driver that is manufacturer specific)

I have run into this on my Sony Vaio Notebook and my Gateway Tower.

The solution...

Download the Generic driver matching your chipset, run the install just far enough for it to decompress, capture the files out of the temp directory and do a manual driver install instead of the automated setup.

Worked great on my Vaio.  All the card features do work, there are just a few minor driver features that were effected when using Dual Head, but I have managed to work around those.  Overall the benefits have far outweighed the negatives.  I can still make the driver do everything, just one or two things required a different pattern of steps to accomplish the same task, and I can't even remember now what was different exactly, I made a new preset scheme for those modes, and it has worked so well, I can't even remember the exact difficulty it created.
