I'm visually handicapped.    Not blind by any means, but see about as well as your average.....mole.

I've got my screen set to 800x600.

I can't get to a lot of stuff online, and I think I'm MISSING a lot, because I'm missing a LOT on the right side of the screen.   I have a bar to scroll up and down, but none for left and right.   

I'd like to be able to play online, but I can't even sign on properly (or so sayeth the machine)

Lets start all over again.
Are you (really) visually handicapped, or is your computer having a problem?
If its about you, there's not much that anyone can do to help you expect yourself.
If its about your PC then you should check your graphics card and install the latest drivers.
if your computer was built before the WWII, or half of your screen is REALLY missing, then go buy some new equipment.

If I understood his post properly, he's saying he has his computer set to a low resolution to accomodate his eyesight. and at that resolution, M.U.L.E doesn't fit on the screen, so the right half of the screen is chopped off.
