You get ore at empty plots every turn even more then on plots with mountains.
So its game breaking bug because player can place ore mine everywhere and get same or more amount of ore then player that puts ore mine in mountains.

you may notice a pattern to that - making it not a bug

groups of plots get extra bonuses, while one standing alone may get the expected amount at best.

groups of three get double what you'd expect, groups of six triple, and that's on top of the total bonus just for the number of plots producing that product.

It's not a bug.  It will do the same thing with energy or food in the mountains if they are part of the group of plots, it's just not as noticable because it's very unusual for anyone to develop that number of plots towards those goods.  There is no real profit in it in general.  (You will see the AI do it with food faithfully though)
