Every other auction I have been in, the last place player can get to the line slightly behind all others, but still gets first dibs at product (nrg, food, ore).
This time, as I said (and first time I have seen it) he got the goods even though he was second.

The last player should always get the goods within a certain time limit (that is the time it takes for the first purchase to happen). If another player reaches the top first and starts purchasing from the store, then the last player can't enter the line and stop the trading.
I would guess that this is what happened in this case. Another player got to the top first and started purchasing at the moment when you arrived.
