As far as I can tell, on turn 7, I was hosting and unable to get a land-grab in before the time expired. In other words, I lagged out while hosting.

Am I reading this log correctly?

I see no problem in the log at land grand #7 (neither in 6 or 8). It seems you grabbed a land and got it:

So, my client wants to claim a tile, but the server (myself) thinks it's been a full 25 frames already?

The timer is a countdown so it starts at 25 and then decreases. buybuy24germany pressed his button at the first frame the plot was selected, then you pressed it 14 frames later. The plot did then rightfully go to buybuy24germany. From the log at least, there doesn't seem to be any problem.
