Sound for rising production bars ends before bars finish growing

When the production bar raises really high, the slide whistle sound of it going up runs out before it reaches its full height.  It should continue to play the sound while the bar rises.  The original MULE did this by raising the pitch to a ceiling tone and then just playing that tone until the bar stopped rising.
